Even if they can figure out how to bring the costs down on dc fast chargers it is hard to imagine that they could ever be used in significant numbers because they are so taxing on the grid. Maybe in conjunction with some sort of battery, but that drives the cost up even more.
EPA needs to sit down with commuting data, and figure out if there is a scenario under which these things actually make sense.
Speaking of cost, no word in the article on how much drivers will pay for a quick charge.
