So, with a little bit of negotiation, one should be able to buy (after you are finally able to use the fed's tax credit) a Ford Focus Electric for less that $20,000. That price is less than the gasoline version, similarly equipped, let alone the other hybrids and electrics available.

You double counted $7,500 Fed tax credit. Ford's $10,750 includes it.
