Not necessarily. Some OBD codes don't indicate a fault (most likely the U3000 code doesn't indicate a fault). On a gas engine powered Focus code P1000 means the car hasn't gone through all of its on the road internal tests.

Legally the check engine light only has to be lit if there is an emissions problem. Thus since the FFE has no emissions the check engine light doesn't have to come on at all! LOL
